WILL WE BE FORCED TO FEED THE STARVING CALIFORNIANS?

Written by Dr. Jack Wheeler
Thursday, 17 May 2012

Britain's former Chancellor of the Exchequer (like our Treasury Secretary), Alastair Darling, has gotten a lot of UK press recently for claiming that if Greece doesn't get its bailout money and its economy collapses, countless billions will have to be sent there anyway in order to "save starving Greeks."

We think that America is in deep debt kimchee because we're $15 trillion in the hole.  Since there's some 300 million of us, that's a per-person debt of $50K.  The total debt hole of Greece owed to foreign banks and governments is $550 billion - and there's little more than 11 million Greeks.

That means every Greek, every man, woman and child, owes 10 times to their government what every American does:  $500K, half a million bucks.  This is real debt, upon which interest is paid.  Greece's unfunded pension liabilities are well over another $1T, one trillion with a ‘t'.

And dolts like Darling see the only solution is to keep pouring increasingly worthless euros into the bottomless Greek abyss.

Ever hear of what the Greek government calls its "hazardous and arduous occupations" list (varea kai anthigina)?  If your job is on the list, you are entitled by law to a higher salary, to early retirement (age 50 for women, 55 for men), and increased pension benefits for life, all paid for by the state.

Up until a few months ago, 580 job categories were on the list, with 700,000 employees or 40% of the entire Greek work force.  On the list are not just jobs like coal mining and bomb disposal, but hairdressers (all those dangerous chemicals they handle), taxi drivers (angry passengers), radio & television broadcasters (bacteria on their microphones), and wind instrument-playing musicians (gastric reflux from blowing).

Last November, under enormous EU pressure, the Greek government took several dozen job categories off the list, resulting in some 150,000 workers off it, and the unions representing them howling to the moon in protest.  Off the list now are pastry chefs, maids, supermarket cashiers, taxi drivers, and yes, hairdressers.  But added to the list are fishermen and cameramen.

The typical Greek attitude regarding this is epitomized by a retiree in Athens being interviewed by German television.  "How old are you?" he was asked. "56."  "And what does your pension pay you?" "I'm guaranteed 80% of my final salary for life." When told that most Germans would object to this, he exploded in indignation. "What?! Do you expect us Greeks to live like Germans??"

Reminds me of folks in California.  I was born there, grew up there in the golden days of the 40s and 50s, went to UCLA (B.A.) and USC (Ph.D.) in the 60s, lived my life there in the 70s and 80s - and then left for good.  My wife, also a life-long Californian, and I saw what was coming.  We wanted no part of it.  Goodbye.

It wasn't only that we saw the Golden State being trashed and turned into Mexifornia, as Victor Davis Hanson calls it.  It was being gutted by "the world owes me a living" mentality that the drug pushers of liberalism use to acquire voters addicted to entitlements, pensions, and subsidies.

On Monday (5/14), California's Governor Moonbeam, Jerry Brown, announced that the state's budget deficit was twice as large as he said it was just four months ago in January -- $16 billion.  The cause?  A common feature of news reports like this one on Bloomberg is to blame it on Prop 13 which limited property taxes. It was passed in 1978.  Moonbeam blamed the budget itself, as it's a "pretzel palace of complexity."

You will search in vain among the BM (remember? BM, the appropriate initials for liberal big media) stories for a discussion of the blindingly obvious causes of California budget "intractability," and the Golden State going the way of Greece.

*The American Enterprise Institute shows how California has "the most anti-business climate in the country because of its high taxes, excessive regulations, forced unionism, and bloated public sector."  Simply put, it is the worst state of all 50 to do business in.  No wonder companies - and taxpayers - are flooding out of the place.

*As a result, California now has a BLS unemployment rate of 11%.  The real rate, as always with the BLS, is much higher as those who have given up looking for a job or are severely underemployed aren't counted.

*Meanwhile, California now has one-third of all families on welfare in the entire United States:  1,458,615 out of a national total of 4,490,206.  Unsurprisingly, welfare fraud in California is monumental, with EBT (Electronic Benefits Transfer) cards used to buy booze and cigs.

*Federation for American Immigration Reform (FAIR) research concludes that the net cost of illegal aliens to California taxpayers is in excess of $20 billion annually.  That is, even if the worst business climate, taxes, welfare, and fraud all remained unchanged, eliminating 80% of this cost would balance California's budget.

*California's independent (and bipartisan) oversight agency, the Little Hoover Commission, has issued a comprehensive study on the state's public pensions.  The conclusion is that the state's unfunded public pension liabilities are in excess of $600 billion.  Calpers (California Public Employees Retirement System) alone is $300 billion in the hole.  Without drastic change, "pension costs will crush government" in California.

Moonbeam's budget ignores all of this, and instead, offers the traditional Democrat solution:  Tax the rich!  California already has the highest state income tax in the US at 9.3% (for anyone making over $48K), a state sales tax of 7.25%, and a gasoline tax of 48.6 cents a gallon (diesel is 51.5).  Moonbeam thinks this isn't enough.

Believe it or not, he is asking voters to approve tax hikes.  What you will believe is the threat behind the plea:  if you voters don't do what I want, then I'll be forced to make draconian cuts in K-12 education.  Of course.  Not a word on, say, making draconian cuts in the number of state agencies, boards, and commissions (see the full list below).

The paradise that was California is gone, ruined like Greece by people becoming addicted to government and insisting they have a moral right to be a moocher.  The crux of the problem is a moral blindness - a willful, angry demand that reality conform to their wishes, that they have a moral right to live at the expense of others.

On June 17, Greeks are going to elect a straight out Communist, Alexis Tsipras who heads the Syriza party (Greek acronym for Coalition of the Radical Left), to run their government.  He will shakedown the EU for hundreds of bailout billions, and most likely the Germans will say stick it.  Then comes the "Grexit," the Greek exit from the euro, it's back to the drachma which will be worth pennies while imports (like food) soar in price.  People will starve, and people with Kalashnikovs will control the streets.

To what extent is such a fate in store for California?

Europe's problem is not just Greece.  If that were the case, the EU would have kicked Greece out long ago.  It's the "contagion" - the dominoes of hyper-indebted Portugal, Spain, and Italy falling in the Grexit aftermath, and the euro ceasing to be a viable currency.

In other words, much of Europe as a whole is infected with the same moral blindness, the same moral conviction of the right to be a moocher, as Greece.

Which is why America's problem is not just California, and why the dollar may follow the euro.

So it's time to talk about Senator Tom Coburn (R-OK).  He has just come out with a book I encourage you to read:  The Debt Bomb:  A Bold Plan To Stop Washington From Bankrupting America.

If you want to cut to Coburn's chase, take a look at Back In Black.  It will take a while. Prepared by his staff, it is the most comprehensive attempt to cut federal spending, program by program in overwhelming number, you have ever seen.  He doesn't go slash-and-burn, just eliminate entire agencies wholesale and be done with it.

Instead, he takes a fine tooth comb through thousands of specific federalie programs and applies Everett Dirksen's quip on government spending - "A billion here, a billion there, pretty soon it adds up to real money" - to actual cuts (not decreases in projected increases).  It's a boffo tour de force.  It all adds up to $9 trillion in cuts over ten years.  Here's a summary.

But back to The Debt Bomb.  Coburn opens with a dramatic dystopia.  It starts in 2014.  Interest rates are rising in Treasuries, Washington refuses to cut spending, foreign investors bail, inflation soars as does unemployment, rioting and urban violence requires National Guard deployment in dozens of cities, the G-20 orders US tax rates to double, China dumps our debt, and American power and wealth is gone by 2020.

Thus Coburn's urgency.  We can't go slow, like Paul Ryan's plan.  We have got to move fast.  On Wednesday (5/15), the WaPo ran an interview with Coburn, asking, what's the hurry?  Japan, for instance, has carried enormous debt for decades.  Note the incisiveness of Coburn's answer:
"You have two things coming together. This is the first year they (the Japanese) will be a net issuer of debt outside their country. They've totally financed all their debt internally. We haven't. That's one big difference. They also have a much lower birth rate. Seven births for every 1,000 people. So their population is shrinking and their demographic shift is much worse than ours. And this year, the postal system there that runs all their retirement accounts will not be buying any government debt. Zero.

"So the Japanese government, for the first time, is going into the international market. And the yen's value is going to decline against every major currency. Whether that happens this year or next year or in three years, it's going to happen. And they've now had almost two decades of no real GDP growth.

"So Japan isn't going to make it. The reason they haven't had any problems is they haven't asked anyone else in the world to buy their debt. Now they're going to have to. The same thing ultimately will happen to us..."
Will it? Quite possibly.  Must it?  No.  Greece is gone.  So might be Japan.  We have the time to fix this.  Not a lot of time, but maybe just enough.  Victor Davis Hansen thinks there is even enough time to fix California.  He proposes such remedies as a user tax on the $10 billion in remittances illegals wire back to Mexico, shipping incarcerated illegals back to where they came from, and George Clooney doing a $40K per head fundraiser for Sacramento.

Good luck.  Maybe it's too late for California as it is for Greece.  Moral blindness will do that.  But it's not too late for the rest of us.  California is one of the few states Zero will carry in November.  With Zero and the Dems out, and a GOP Senate, House, and Oval Office, we'll have the chance to fix America.  It may very well be our last chance, but at least we'll have it.

And if we have to feed starving Californians while doing so, we'll get to put them on a diet, tell them they have to eat their veggies, and no free smokes and booze.
